In response to a surge in deadly Russian missile attacks on Ukrainian cities, European leaders are convening in Kyiv to address critical air-defense requirements and explore strategies to enhance pressure on Russia. The Coalition of the Willing, led by Britain, France, and Germany, is at the forefront of these discussions, with participation from several other European leaders via remote connections. Additionally, EU Council President Antonio Costa is present at the talks.
As Russian missile strikes increasingly target urban areas such as Kyiv, resulting in civilian casualties and damage to residential structures, Ukraine has been persistent in its calls for more robust air-defense systems and interceptor missiles from its allies. The urgency of these needs has been underscored by the intensified attacks on populated regions.
Britain is poised to declare its backing for Ukraine, while France is set to initiate local production of the long-range SCALP missile. Furthermore, France has committed to supplying additional interceptor missiles to bolster Ukraine’s air-defense capabilities. These moves reflect a concerted effort by European allies to support Ukraine’s defense infrastructure.
Despite previous deliveries, Ukrainian President Volodymyr Zelenskyy highlighted a significant reduction in the supply of Patriot interceptor missiles. Whereas Ukraine received 675 such missiles in 2023, the number dropped to 364 in 2025, with projections for 2026 indicating a further decline to 264. In anticipation of the winter season, Kyiv is requesting at least 300 interceptors to enhance its defensive posture.
Ukraine’s reliance on advanced Western air-defense systems is crucial in countering Russian ballistic missiles, which pose a substantial interception challenge. Consequently, European allies are actively seeking methods to boost supplies of these critical systems while maintaining diplomatic and strategic pressure on Moscow.
